Discursive modes of legitimizing legislative views on industry in the brazilian National Congress

Abstract

The objective of this article is to analyze the discursive modes of legitimizing legislative views on Brazilian industry. The concept of "social grammar" was used, understood as the set of criticisms and justifications historically and collectively elaborated by social groups in contexts of political dispute, along with the concepts of "criticism" and "justification" from Boltanski and Thévenot (1999, 2006). Two sessions on the launch of the Industry Legislative Agenda held in the National Congress were analyzed using the theoretical and methodological aids of discourse analysis (Maingueneau, 2015) and content analysis (Spink & Lima, 1999). As a result, the discursive manifestation of three social grammars was identified: the grammar of "production," "competition," and "self-regulation." The discourses of the social grammar of "production" seek to legitimize the social compromise between the State and the productive structure. The discourses of the grammar of "competition" emphasize the reduction of production costs and the role of a protective State, in order to increase the competitiveness of the Brazilian productive structure in relation to the international production chain. The discourses of the grammar of "self-regulation," partly heirs to the neoliberal discourses of the 1990s, defend the absolute autonomy of the "market" in relation to the State and the capacity of the "market" to unilaterally define the policies to be prioritized in relation to the productive structure. It is concluded that the analysis of the discursive modes of legitimizing legislative views on industry allows for an understanding of the relevance of the symbolic and moral dimension in debates about the Brazilian productive structure.
